i took it apart when i was rebuilding my carb. Inside is a plate that bends with heat. When it bends it opens a valve that opens an air passage that links top and bottom of carburetor. So i recon it gives more idle speed when air temp is hot.

It is a thermostatic valve for the choke. There is no performance gain to be had, by disconnecting it. These carburettors are most efficient with all their bells and whistles.
