At the height it was flying it would of been traveling close to its top speed to stay afloat.

And as 7shades said the pace car is there to tell the pilot the distance from the runway and at the correct height the pilot hits the stall speed and hits the tarmac. It was the only way for the pilots to land otherwise the "air cushion" will keep the plane up.
