my turbo isnt boosting till 5000rpm would it be becouse iv got no dump pipe on it ?

i put my 4k bp head on my 70 the other day put a new head gasket on and stuff read th wrong tourke specs done it up too tight snapd a head bolt went to start it and its got no compression. so i took the head off again? any help?>
