Don't get me wrong, Your engine revs will be slightly affected by the increased load on the electrical system when you turn your lights etc on, But the ECU doesn't have an idle up for that. Only A/C idle up that I'm aware of, Some power steering racks increase revs when steering at idle too..
Power for your fuel pump is normally run through a circuit opening relay..

ECU side of things normally battery, Ignition, crank signal, frame return.
Don't forget you will have to wire in your alternator too, thermo fan(s) etc..
