I got my first AE82 up to 150, absolute top speed she could manage... then it cracked the head in 3 places :D
Absolute top speed for the 2ltr 82 Celica seams to be ~130 :P
If you're doing it yourself I would go the roller method as mentioned. That relies on you doing a good job with the prep work and a lot of fine sanding.
I know a paint shop that does decent resprays starting at ~$5k... you really do get what you pay for in this area if you can't do it yourself.
