I had this problem and ill just share my fix. Lucky for me I have the manual! so there was this hard to find resistor switch which can be found by opening the glove box, its up in the top right hand corner. You will notice a connector with 4 wires going to it. It appears to enter the air ducts, unscrewing this, you will find the resistors that monitor the air speed of the fan. It was a hard one, I replaced the breakers and fusers but didnt work. They seem to break from the heat over the years. They were about $4 to replace.
